The Performance Management and Evaluation Services (PMES) IDIQ enables the Department of State to strengthen the performance management and evaluation components of the Managing for Results (MfR) framework. MfR is an integrated planning and budgeting process linking strategy and resources to program activities in alignment with State and U.S. Agency for International Development (USAID) policy, responses, planning, and performance management.
